Institutional Policy

Purpose of Handbook


For a Vanuatu institution, we define The Employee Policy Handbook is provided for informational purposes only. It is designed to provide employees with a general summary description of Organisation policies, programs, and employee benefits. The Organisation has the right to change, modify, delete, deviate from, or add policies and procedures. The Organisation will endeavour to announce content changes as necessary. Any subsequent revisions or modifications supersede this Handbook. It is your responsibility as an employee to read this handbook. If further clarification or interpretation is necessary, please talk with your supervisor and/or contact the Human Resource Department for assistance. 


It is intended to:

  • Provide employees with clear information about employment conditions.
  • Establish consistent HR practices.
  • Explain employee rights and responsibilities.
  • Define attendance, leave and working-time requirements.
  • Establish grievance and disciplinary procedures.
  • Explain performance-management expectations.
  • Promote a safe, respectful and professional workplace.
  • Support compliance with applicable Vanuatu employment requirements.


1. Recruitment Policy


For a Vanuatu institution, I would define the recruitment workflow

Manpower Requirement → Position Approval → Job Description → Vacancy Advertisement → Application → Screening → Shortlisting → Interview → Assessment → Reference Check → Selection → Approval → Offer → Appointment → Onboarding


Key rules:

 

  • Every vacancy should have an approved position.
  • Job description and minimum qualifications should be defined before advertising.
  • Recruitment should be based on merit, qualifications, experience and competency.
  • Selection criteria should be documented.
  • Interview/selection panel decisions should be recorded.
  • Conflict of interest should be declared by panel members.
  • Reference/background checks should be completed where applicable.
  • Final appointment should receive appropriate institutional approval.
  • Recruitment records should be retained.
Employee Onboarding

Every new employee should complete an induction programme covering:

  • Institution introduction.
  • Department structure.
  • Job responsibilities.
  • Working hours.
  • Attendance procedures.
  • Leave procedures.
  • Payroll information.
  • Code of conduct.
  • Health and safety.
  • IT and information-security requirements.
  • Grievance procedures.
  • Disciplinary procedures.


The employee should acknowledge receipt and understanding of the relevant policies.The Vanuatu Public Service Commission provides specific recruitment forms, including vacancy approval, job applications, comparative assessment, selection outcome and permanent appointment forms, which is a useful model for an institutional HRMS workflow. 



2. Grievance Policy


A good grievance process should be:

Employee Complaint → Supervisor/HR → Formal Grievance → Investigation → Meeting → Decision → Appeal → Closure

Basic rules.


Informal grievance

  • Employee first raises the issue with supervisor/manager where appropriate.
  • HR may facilitate discussion.

Formal grievance

  • Employee submits written grievance.
  • HR registers the grievance.
  • An impartial investigator is appointed.
  • Relevant employees/documents are reviewed.
  • Parties are given an opportunity to respond.
  • Investigation findings are documented.
  • Management issues a written decision.

Appeal

  • Employee may appeal within a defined period.
  • Appeal should normally be reviewed by someone not involved in the original decision.

This aligns well with the Vanuatu Department of Labour's Industrial Relations function, which includes managing grievance procedures and employment disputes.

3. Attendance Policy


Your Attendance Policy can include:

Working time

  • Flexible working arrangements
  • Overtime

Attendance recording

For HRMS, maintain:

  • Employee

  • Check-in
  • Check-out
  • Working hours

  • Approved/unapproved status

I recommend having:

Unauthorised absence should be linked to the disciplinary process where appropriate. The Vanuatu Department of Labour's example employment clauses explicitly distinguish approved leave from unauthorised absence.  

4. Leave Policy


This is particularly important for your Vanuatu policy.

The Vanuatu Employment Act provides statutory provisions for annual leave, sick leave and maternity leave
